Cash-in method: Stars on cards [like Risk boardgame]

Concise description:
New cash-in method, used in the revised edition, that lets you cash in your cards, whether you have 1 or 5, instead of waiting for a full set.


Specifics/Details:
In the newer versions of the Risk board game, you no longer have to wait until you have a set to cash in. You simply can cash in however many cards you have. The longer you wait to cash in, the bigger the payout. Cards can either have 1 or 2 stars. The number of troops you get is based on the total number of stars printed on all your cards.

It's a bit like flat rate, except that you can cash in your cards at any time, and there is a reward for saving them up. This can reward both quick attacks with few troops or waiting things out for more troops later, adding more options for your strategies. With current games, having to wait until you have a set hamstrings you somewhat and also makes you more vulnerable if you have bad luck with cards (you can't cash in at all, whereas if you have poor luck with how many stars you get, you simply get fewer troops.)
The country listed on the card doesn't matter in the official rules, but I wouldn't mind a house rule that says you get the +2 for owning that country.


How this will benefit the site and/or other comments:
Having played with this method, I can attest that this adds considerably variety and new possibilities to gameplay, allowing for a much more dynamic board game which is slightly less predictable. This has also been playtested thoroughly in the real board game, so we know that it will be a good game mechanic.

You have to remember, Hasbro has been breathing down CC's neck for quite a while about Copyright issues. If they see that we are using more settings that they came up with, i'm sure they'd threaten to sue again.

there are already some great spoils suggestions out there without having to copy someone who'll sue us
