Card Trade-in Options

When you trade in cards, you may select to either:
(a) Gain +2 armies on each card-named territory you control plus the normal number of armies to deploy as you wish (regular)
-or-
(b) Gain +X armies on each card-named territory you control....
Yeah, I'm just playing with ideas for alternate deployment. Maybe you could get 150% of the normal number of armies for a card trade-in if you choose to *only* deploy on owned countries named on the traded cards.
Okay, I just like to throw ideas out there, not necessarily for implementation, but for rumination and consideration.
