Add a user setting to flip sort order of reinforcement box

I am often drunk and keep making this mistake. 4 times now.
"wow that's a lot... hmm ... I'll attack from Iceland and rip through Europe but I want to spread a few troops around to fortify some key positions first."
OK, click the select box, go all the way up, deploy 3 in Taiwan. Click again, 3 in Middle east, click and mouse again, 3 in India. <forget to click> deploy 43 on Chilean Claim. @!$#%
I personally would prefer if the widget were sorted the other way and "1" was selected by default. Then when I make the same mistake for the 5th time, ok no harm done, just try that again and all is well. This could be implemented as a simple user preference, and default setting would be the current way to preserve the existing user experience. I'd imagine this is very low impact and risk to the codebase.
(on a semi-related note I propose world 2.2 does not include Antarctica..
) Or it would be better if you could disable certain fringe territories before starting but that is probably a lot of work.
