Playing last in previous round limitation

Currently when you play last in the previous round, you are not allowed to be the first to start the new round. Which is fair.
But, if you're the second-to-last player to play and the last player dead-beats and gets kicked out- you're forbidden to start the next round. I think this should be changed. It's not the player's fault that the other player dead-beated, and he couldn't have foreseen that this would happen.

The second-to-last player also gets kinda screwed since he might've not counted on being the last in the round and that could have affected the gameplay.

what to do? forbid people from missing turns?

What I had in mind was for in the round that the deadbeat was kicked out- no one to be stopped for "playing last" in the previous round.

It's a valid idea. I mean, if I missed a turn then I can instantly begin the next round; meaning that I can do my attacking and deploy my deferred troops right away.
