New Mods for Strategy/Mafia

Specifics:
This will improve the following aspects of the site:
- Underutilization of some forums
Specifics:
- The Strategy Forum has stagnated due to the guides that are written not being processed or commented on. A new mod would help expedite the process.
- Can we please have a Mafia forum mod if nothing more for locking game threads once they are done to prevent necrobumping?
This will improve the following aspects of the site:
- Helping newer players understand new maps when they play instead of just the few guides we have now available to everyone and a few that are ready in the strategy group.
- Reduce clutter in the mafia forum and perhaps encourage more members to play.
