Give each person a certain "team deadbeat allowance". Once they miss x games, they will no longer be allowed to play public Team games or create team games.

The exact totals will need "tweaking", but roughly,
If someone deadbeats 1-2 team game, they get a warning.
If they deadbeat either 3 games at 3 different times, they get banned from joining public games for 3 months. The second time, though, they get "permanently" banned. The person can appeal in 6 months. If they show a record of "good attendance", the ban can then be revoked on "probation". However, each person will only be allowed one such repeal. (or they have to wait something like 2 years... a veritable lifetime on the internet.. to be reinstated fully).

A deadbeating teammate is more serious than any other type of deadbeat. Simply giving them a poor rating does nothing, particularly under the current rating system. People can "foe" a player who plays poorly. For "individual" games, that seems to work reasonably well (imperfectly, but still.. ) However, team games require more of a "commitment" than other games. The impact to team games is so much greater (both in the sense of muli-ism, game play, etc.) that the community at large needs to be aware that this person is just not a responsible player.
The "different times" is to allow for real "emergencies" and such. This penalty is not aimed at the person who has 20 games going and gets in a care accident or who looses their internet connection, etc. It is aimed at the person who habitually skips out. It could still be that they don't have a regular internet connection or such, but why should everyone else have to suffer because of that? Appeals will be allowed and the administration can use discretion if warranted (maybe someone's dad really was dying and they just did not think to get a "sitter", etc.). However, this will allow weeding out problems.
They will still be able to play private games. So, if they have "sympathetic friends" , they stil play. It's just that the rest of the community won't be subjected to the poor behavior unaware.
As stated above, the times can be tweaked. The initial one might be for as short as a month or perhaps more liek 3 months. However, unlike forum bans, this one will escalate quickly. The second penalty will be "permanent", but subject to appeal.
