+X Cards
These cards are like normal cards, such as Indonesia and Moskva; however, instead of a territory name, they possess a number, such as +3.

When played as part of a set, these cards contribute their number as additional armies to deploy anywhere. For example, in a Flat Rate game, the above three-color combination would give you (10+3=) 13 armies to Deploy anywhere.


Impasse Cards
These cards are like normal cards; however, their territory names are "crossed out" by a strikeout line running through them. I'm sorry, I don't know the BBCode to format text to have a strikethrough line, but it looks like Moscow if you move the underline up a bit so it looks like someone crossed out the name.

When played as part of a set, the territory named on an Impasse Card cannot be attacked until your next turn. These cards represent mitigating circumstances such as the threat of the Maginot Line, Typhoon Season, the harsh Russian Winter and the muddy Russian Spring when the roads turn to porridge.


Other ideas: Cards that give you +1 to your highest die on all rolls until your next turn, cards that give -1 to your opponent's highest roll each time you are attacked until your next turn, cards that let you move units from any one coastal territory to any other coastal territory across the sea (which would require all maps be updated with an additional XML tag to indicate whether or not each territory is land-locked or connected to a sea, and which sea they are connected to)....


I had to repost this, as for some reason the browser window closed all by itself. That's what I get for originally titling it "MOAR CARD SUGJESSTCHUNZ!!!1!!1!!!!". :?

These cards (and others like them) change the game from traditional Risk, but not by much; besides this is Conquer Club (not Risk).
