OPTION:
In Lord of the Rings Risk, there are special shield-shaped pieces which do not count as armies but instead affect the dice rolls of certain allied armies they accompany. When the last enemy army is defeated in an enemy-held territory containing and enemy captain, the enemy captain is lost unless there is an adjoining enemy-occupied territory nearby for the captain to retreat to. Only one captain may occupy the same territory at the same time, and captains may be moved during army advancement and fortification phases.
A captain accompanying attacking armies adds +1 to the highest die in each attack roll.
A captain accompanying defending armies adds +1 to the highest die in each defense roll.
Each player chooses a territory they control and places their first captain thereon at the end of their first army deployment phase. If a player ever looses all of their captains, they may place one free new captain on a territory they control at the end of their next turn.
When a player trades in a set of three cards, instead of gaining extra armies, they may place an additional captain on a territory of their choice.
(Alternativly, uber-munchkinly perhaps, when you trade in cards, instead of getting two additional armies on each owned territory named on one of your cards, you get another captain there.)
Uh....
We already have maps that have similar fortification bonuses (Ankh-Morporkh on the discworld map, for example).
