<'CC' as we all know is a mix of skill and luck. We like to think that our % wins, rank or score reflect our supreme ability over our opponents often forgeting the perfect dice run, 6 countries taken with 7 men, etc.I remember several games in which i found myself in hopeless positions only for me to snatch victory due to my opponents unlucky and often ridiculous dice, everyones been there, lose 16 for 1 for example. To add insult to injury you find that the cards aren't happenning for you either and as player 2 theres no set for 5 rounds. To get a card a player must take a country or space thats a given but to get a run of bad cards together with unlucky dice is everytime fatal. In 1v1 3-5 rounds and it over. I propose a card option that both players receive the same card bonus men for each players set. So in an escalating game, 1st set is four men for each player, 2nd set six for each player and onwards. This could be done within the current 3 radom colour cards so an element of luck remains or just 3 'CC' cards so as long as you have taken three countries over three turns you are guaranteed men. If you believe that this might remove the timing strategy of handing in sets, then possibly in 'card consistency' games players may hold up to seven cards thus allowing a player to drop two sets at once adding a futher strategic element.
For me i think the idea of equal men for cards would lead to a much more thoughtful strategic game and may even level the playing field for those whom god giveth bloody awful dice.
