PM reminding the Rules

Concise description:
  • After joining, or after joining their first game, new players should receive a PM linking them to the rule page and/or maybe putting them in the actual PM as well.

Specifics:
  • SEE: Concise description.

This will improve the following aspects of the site:
  • Less rule-breakage, in particular secret diplomacy.

A good idea.
