Players with the starting point of Sanctuary on this map easily garner a bonus of 10 after the first round due to the fact that they only have to eliminate a neutral army of 1 on several adjacent terr. for a bonus 1 on the following turn for each of the neutrals they eliminate. No semi intelligent player can lose with such an advantage because all other starting points require an elimination of at least 5 neutrals to gain a bonus of only 2 and at least another 5 to get 2 more. I propose that either sanctuary not be an initial deployment point OR make the neutral armies at least have a strength of 2 to try and cut some of the huge advantage that the spot now has.
