You know how in board risk theres 2 options
a) Select territories randomely, but still choose where to fortify
b) Take turns selecting territories and fortifying.
I think this would cut down on the luck factor emmensely. For example, I just started in world 2.1 with about 10 adjacent territories and I have a continent (half of one with a bonus) after only 2 turns. Some other people only had 2 or 3 adjacent, and they'll get a continent by round 5 or 6 if they're lucky. It might only be practical on speed games though, especially option b).
