There are 3 issues. First, this assumption is just is not true.
I, for one, play at all hours because I am kept up all hours with an infant and this is something I can do while holding him. Other people might work at night or work irregular shifts. I play people from all over the world AT all hours. The country is not a reflection of the time a person will play at all.
Secondly, there already is an option for folks who want to play quick games. They are called speed games. If you want them, PLAY them, don't try to change a casual game into something other than it is. A suggestion has been made for longer speed games -- look up the thread for the discussion.
The other reason I almost hate to mention, but is prejudice. That is a moral stance Lance has stated repeatedly is not and will not be supported herein. Begin with the fact that someone has a server in a particular area is not even indication they necessarily are of that nationality and ending with .. well, if you want to be prejudiced, no one can prevent you, but don't expect help.

I have nothing against drawn out games. Currently in a game that started on the 4th Dec 07 and it doesn't look like it will end anytime soon.
1st - Agreed there are some people that play at all hours of the day. I am one of them, but I think that we are in the minority. Everyone has to sleep sometime and it would be easier knowing that your opponents will
probably be asleep the same time as you, especially in freestyle games.
2nd - This has absolutely nothing to do with the speed of the game. I'm currently playing a 24hr freestyle. I play and wait and eventually go to sleep. I wake up and the other 3 players have all played twice, since they are awake in their timezone. I play again and the process repeats itself until I am getting hammered by the double turns which I think is due to my time zone. Yes I can stop playing freestyle, but I enjoy it.
3rd - Can't quite fathom what this is about other than you calling me a bigot. Surely it's my prerogative if I don't want to play with anyone from say Australia because I don't like their cricket team or some such stupidity. To effect that currently I have to search the user list and find all the people from Australia and manually put them on my ignore list. Seems it could be easier to just code an extra option onto the ignore list functionality. If that makes people think you're bigoted, then so be it.
How would you eradicate the problem I face in either 2 or 3 ?
