No, it won't. There is nothing wrong with posting in the Callouts to let players know there is a new tournament accepting players. Most organizers don't, but that doesn't mean it isn't allowed.

4, as in, winner gets a year, second place gets 6 months, 3 & 4 get three each. Or some other similar breakdown.
