Conquer Club

Develop and publish a Conquer Club API so 3rd parties can create their own game modes and send them to you, if you approve you can add them to the site.

Kind of like mods found in other games.

Oh same goes for maps, maybe a format in which users can submit maps.

e.g.
xml file describing connecting countries/nodes and a vector gfx file (.eps?) or something.
