The accused are suspected of:
Being Multis

Comments: Doolman is already a busted multi: http://www.conquerclub.com/forum/viewtopic.php?f=239&t=80607&p=1902415&hilit=doolman#p1902415 I'm not sure why he/she's allowed to still play but it seems to have happened again.
Both are from Iran, have strikingly similar names, seem to be online right after each other and most blatent of all, shoombool corrected doolman's previous comment in game chat:
