It's not secret diplomacy if they truce in the game chat.

Yeah some people use truces and alliances and all other kinds of chat and strategy....but as long as its done in the game chat.....and not "secretly" done, its not against the rules in any way.

The only time it would be, is if two friends repeatedly enter treaties, or two people decide to treaty before the game.
