Hello,

it's pretty clear it's a case of secret diplomacy. it was declared in the game chat.

the accused indicated that he/she was unaware of the rules. I don't see how a player doens't know the rules. You are bombarded with the rules when you first sign up. I assume so issues like this don't arise. I may be making this up, but did we have to sign something or check some box that indicated we understood the rules? If not, it might be a good idea. If there is, then the player did know about the rules. But since I don't know, I can't say much, can I?

Either way, this situation reminds me of something I learned while going to driving/traffic school. Ignorance does not put you above the law, nor does it exempt your from it.
For example, some people roll through stop signs. That's not a complete stop. When that person who ran the stop sign gets pulled over for running the stop-sign, they get upset because they feel as though rolling through was as good as a stop. They admit to being unaware that a complete stop is a 3 second stop, lacking any motion whatsoever.
In the end, they get the ticket because they broke the law.

I feel this is a similar situation. A player claims he was unaware of the rules. But rules are rules. Cheating is cheating. And the accused admitted to cheating, whether he knew it was cheating or not.
