These are suspected Multis/Secret Alliance (could be either, but I think Secret Alliance)

Comments: They are from the same country, are playing on the same game that looks completely separate, did not fortify their borders several times, and, most conspicuously, attacked each other very few times and only to secure a bonus.

Then again, I could be paranoid.

beltro and colson are cleared of being multis.

To prove a secret alliance you'll need to show evidence from multiple games, otherwise it probably is just isolated paranoia
