The wall post, while it could read like Secret Diplomacy, it isn't.
It doesn't have a definitive "Let's both hit RED" or "Let's not battle each other and focus on taking YELLOW's bonus".

What the hell? How is that NOT diplomacy? That's precisely and exactly WHAT it is. Horrible ruling.

WHAT?

He is suggesting that they "work together". That is diplomacy and has to be in chat and no where else.

"We will lose if we keep attacking each other" is a truce proposition. This requires a warning.

This is my fault as we may have acted on this case hastily.
