if he continues to create a history of abuse of players in game chat then we will go down that road when we get to it but for now you just ran across a player that couldnt take a loss well.

I disagree, according to the rules posted, this player still has a problem with Flaming which is not tolerated. So are you saying that as long as he doesn't use homophobic terms it is ok?

Please explain how I am misunderstanding the policies on Flaming and abuse.

He complained about the dice and then had a couple colorful phrases that included some vulgarity. It is a mild game chat to say the least. If you go back & read the community guidelines you will see that we dont moderate game chat unless it is needed.
This is one of those not needed times. Unless this player is habitually conversing this way with a lot of people then this is one of times you just foe and move on.
This case has been ruled upon if you disagree with the decision then your more then welcome to open up an E-ticket to get it revaluated by another mod.
