i started to use the form then i didnt understand what to write for some of it so i just stopped.

i dont quite see whats wrong (although i havn't looked through all of the chat as there is so much) he seems to have proposed a cecefire at one point, nothing iligal about that.

anyway if you propose a secret alliance how is it secret?

It's allowed to propose alliances via PM, as long as they are announced beforehand in chat. Add him to your ignore list and/or leave feedback if you don't like his tactics.
