Why should it take so long? (not complaining, just curious)
It doesnt seem overly hard to code and ideas are fairly easy to think of.

I'd like it but with our new start positions code and the new territory bonus adjustment code there is no reason you couldn't let people have the whole countries at the start and set their army numbers up so that everyone is even.

i didnt put it in there for a few reasons. A) only a few people actualy look in there and i really want to get this around.
B) The mods have been leaning towards letting all ideas have their own threads and locking the ones that dont take off/merging them into that thread later
